Question for discussion,
Let us suppose Ohio was considering lowering the drinking age to 19 (Darn Canadians). This is a question of policy. In order to answer this question the best we can, what are some questions of definition, fact, and policy we should ask? Work off your classmates' comments to create a discussion.
